I've always liked Roman Shades and according to various shows and books, they're easy to make. I have yet to try and have not even listed them on my long list of stuff to make some day, which is why buying them is probably more likely!
My concern with the home-made version would be the raising-lowering mechanism. I open and close my blinds every day. I think I am more likely to spend the money for store bought for that reason.
I have seen people save by buying the store bought version and saving money by getting the unlined ones. Then sew your own liner on the back so you now have black-out roman blinds for a very reasonable cost.
